HR Operations Specialist

Full-time Kigali, Rwanda

Manage day-to-day HR operations for our EOR clients, ensuring compliance with Rwanda labor law and delivering exceptional service to both clients and employees.

Key Responsibilities

Process monthly payroll for 50+ employees across multiple client companies
Ensure compliance with Rwanda Labour Law, PAYE regulations, and RSSB requirements
Prepare and maintain employment contracts, amendments, and termination documentation
Coordinate employee onboarding and offboarding processes
Manage RAMA medical insurance enrollments and claims support
Liaise with RRA, RSSB, and other regulatory authorities
Respond to client and employee inquiries within SLA timeframes
Maintain accurate employee records and HR documentation

Requirements

Bachelor's degree in Human Resources, Business Administration, or related field
3+ years of HR operations experience in Rwanda
Strong understanding of Rwanda Labour Law (Law No. 66/2018)
Experience with payroll processing, PAYE, and RSSB contributions
Excellent attention to detail and organizational skills
Proficiency in Microsoft Office (Excel, Word) and HRIS systems
Outstanding written and verbal communication in English and Kinyarwanda
Client service orientation with ability to manage multiple stakeholders

Key Responsibilities

Partner with global clients to understand their hiring needs and role requirements
Source candidates through job boards, LinkedIn, referrals, and talent networks
Screen resumes, conduct initial interviews, and assess candidate fit
Coordinate interview processes between clients and candidates
Conduct background checks and reference verifications
Negotiate offers and manage candidate experience through hiring process
Build and maintain a pipeline of qualified candidates across key sectors
Track recruitment metrics and provide regular updates to clients
Stay informed about Rwanda's labor market trends and salary benchmarks

Requirements

Bachelor's degree in Human Resources, Business, Psychology, or related field
2+ years of recruitment or talent acquisition experience
Proven track record of successful placements in Rwanda market
Strong network of professionals across multiple industries in Rwanda
Excellent interviewing and candidate assessment skills
Proficiency with LinkedIn Recruiter and applicant tracking systems
Outstanding communication and relationship-building abilities
Ability to work with international clients across time zones
Results-driven with strong organizational and time management skills
